Outsourcing Manager (m/w/d)

We are currently assisting a top international institutional bank in Frankfurt with the search of a new compliance outsourcing manager to join their team. As the Outsourcing Manager, you'll be the linchpin for all outsourcing and third-party risk activities within the bank's European operations. You'll work closely with senior leadership, compliance, ICT risk, and global procurement teams to ensure the institution remains compliant, resilient, and future-ready.

Responsibilities

  • Lead the end-to-end management of all intra-group and external outsourcing arrangements in accordance with German and EU regulations (KWG, WpHG, MaRisk).
  • Serve as the designated Auslagerungsbeauftragter (Outsourcing Officer), ensuring all outsourced functions are properly documented, risk-assessed, and monitored.
  • Act as the primary liaison for internal stakeholders and external auditors on all outsourcing matters.
  • Oversee the full lifecycle of ICT third-party engagements, from onboarding to exit planning.
  • Maintain a comprehensive register of ICT service providers and subcontractors.
  • Develop and implement the bank's ICT third-party risk strategy, ensuring alignment with DORA and EBA guidelines.
  • Ensure all contracts and SLAs include mandatory clauses and safeguards.
  • Monitor provider performance, identify systemic risks, and report findings to the management board.

Qualifications

  • 3-6 years of experience in banking or financial services, with a strong focus on outsourcing or third-party risk.
  • Proven expertise in managing outsourcing frameworks within regulated environments.
  • In-depth knowledge of KWG, WpHG, MaRisk, DORA, and EBA outsourcing guidelines.
  • Familiarity with cloud services, ICT systems, and digital risk landscapes.
  • Fluent in both German and English (written and spoken).
  • Strong interpersonal and stakeholder management skills-able to influence across functions and geographies.
