Senior Consultant
Position Summary
The Senior Consultant serves as a key client-facing advisor responsible for delivering strategic health and welfare benefits consulting services to public sector clients, including state and local governments, agencies, education systems, and quasi-public organizations. This role blends relationship management, technical expertise, and project leadership to design, implement, and optimize employee benefit programs that balance cost management, compliance, and employee well-being.
Key Responsibilities
Client Management & Advisory
- Serve as the primary day-to-day contact for a portfolio of public sector clients.
- Build strong relationships with HR, finance, labor relations, and executive stakeholders.
- Provide strategic guidance on plan design, funding strategies, and long-term benefits planning.
- Present recommendations to client committees, boards, and union stakeholders.
Health & Welfare Strategy
- Lead the development and execution of health and welfare strategies, including:
- Medical, dental, vision, life, disability, and voluntary benefits
- Pharmacy and clinical management programs
- Well-being and population health initiatives
- Evaluate plan performance and recommend cost containment and risk mitigation strategies.
- Support procurement processes, including RFP development, vendor selection, and negotiations.
Public Sector Expertise
- Advise clients on unique public sector considerations, including:
- Collective bargaining environments and union negotiations
- Budgetary constraints and public funding structures
- Legislative and regulatory requirements (e.g., ACA, HIPAA, Medicare coordination)
- Assist in developing strategies aligned with public governance and transparency requirements.
Financial Analysis & Reporting
- Analyze claims experience, utilization trends, and financial performance.
- Develop and present financial models, projections, and budget forecasts.
- Deliver insights to support decision-making and long-term planning.
Project Leadership
- Manage multiple client engagements, ensuring timelines, deliverables, and quality standards are met.
- Coordinate internal teams (actuarial, analytics, compliance, and wellness specialists).
- Mentor and guide junior consultants and analysts.
Vendor & Market Management
- Oversee relationships with carriers, TPAs, PBMs, and other vendors.
- Evaluate vendor performance and negotiate terms, pricing, and service deliverables.
- Stay informed on market trends, emerging solutions, and innovations in benefits delivery.
Qualifications
Required
- 5-10+ years of experience in health & welfare consulting, brokerage, or related field.
- Experience working with public sector clients (government, education, or nonprofits).
- Strong knowledge of employee benefits plan design, funding, and compliance.
- Proven ability to manage client relationships and lead complex projects.
- Excellent analytical, presentation, and communication skills.
Preferred
- Bachelor's degree in business, finance, public administration, or related field.
- Professional designations (e.g., CEBS, CBP, ASFSA, or similar).
- Experience supporting unionized environments or collective bargaining processes.
- Familiarity with data analytics tools and reporting platforms.
